The 2nd provincial Fish Forum was held on the 14th and 15th of December 1978, with the theme of "Indian Fishing Rights and Responsibilities". A variety of workshops were held to discuss issues and collect information related to Indian fishing, with the objective of Indigenous control of Indian fishing and the effective involvement of First Nations peoples over the management and development of their fisheries.
